Morse code through eye blinks is entirely possible and the Ciaramella i.d. is also plausible. Some of my best finds have been through following a hunch. Go with it. I see pic-related, but pretty sure that letter was scanned into the document and then that document was turned into a pdf. In other words, the letter could have been typed in Word, then attached into the report as a jpg,, then the whole report turned into a pdf before public release. I would expect some garbling of text with all those file changes.
