If Hussein and Hillary were on the same team, Obama should have just filled them. Seems like he left them for President Trump.
Why would he leave them for Hillary? So she could have the legacy of appointing them?
So Hillary wanted them and made him save them. That makes some sense. The Hussein being lazy doesn't really make sense because all the work is done by underlings.
