I figured it out.
The D's WORK FOR CHINA and they want to desperately make sure that the USMCA does NOT pass. This is why Nancy didn't want to confirm it until the impeachment proceeded, because once that happens, it doesn't matter if the House approves it since the Senate won't be doing anything but the impeachment trial.
This is why Graham said he's going to rapidly fly through it, but Schumer is getting pissed off that there won't be a trial.
