private citizens? you mean private contractors… like the ones that sign contract with the government. government contractors? not under orders. do not serve the government. wal-mart doesn't give orders and you are not enlisted with blackwater. Private citizens work in private sector or government sector. Bad people make bad choices and will goto bad places… like jail.
