Other 3D sentient life? Probably not. Getting here/communication would be psychically very near to impossible considering the expansion of the universe and other factors that limit us.

Higher dimensional beings (real meaning of highest classification)? Almost for sure.

UFO's are not alien craft from other worlds.

They are either secret military craft (less likely) or they are beings from other dimensions taking a peek.

I suppose it is possible, though, to build craft that maintain a presence in the 3rd dimension via a cockpit or some other apparatus, and then interact with higher dimensions to produce the "physics breaking" properties we sometimes see them display.
