That's a maneuverable hypersonic reentry vehicle for nukes. It could arguably be called a "hypersonic missile". But the regular ICBMs have been going hypersonic for 50 years. It's the maneuverability that's really a big deal about Russia's new missile.

What the NYT is talking about is the hypersonic cruise missiles currently in development to deliver conventional kaboom anywhere in the world very quickly..
