It's from a series of similar images that I think came from a bible study tract and they're all supposed to suggest that Christ is watching over you and helping you in your daily life. But someone captioned them all to make Jesus into a jerk via his statements. Some of them are pretty funny. I don't have the whole set. Have some nicer and more relevant ones :)

Probably, but let me be honest with you. Purely kinetic\frictional braking systems, while extremely effective, waste a lot of potential energy that is easily captured and used to help the car get moving again after it's done being stopped. I'm not sure if that's what "regenerative braking" involves, as I don't know that term, but braking energy can be captured in a flywheel or another system that engages and uses the car's momentum to charge a potential energy storage battery, be it chemical, mechanical, or otherwise. Moving from a dead stop requires the most energy, and coming to a dead stop requires dispersing the most momentum. Using one to make the other easier is a natural and intelligent solution.
