Trump just signed his own Trojan Horse. He is not only using the military expenditure allocation to complete the wall along the southern border (feel stupid yet?), but he can pick any damn line item he wants to spend and not to spend, based on a little forgotten fact of Trump months ago having declared a state of human rights violations emergency, AND has notified Congress that he's invoking the Balanced Budget and Emergency Deficit Control Act of 1985.

By making these two declarations President Trump has just communicated that he has the authority to NOT spend any funds he doesn't deem necessary and will return them to the US Treasury.

So, $500 million for Planned Parenthood? Trump and the Q team can just say to the cabal fuck you we're not paying it.=, and there isn't a damn thing they can do about it.

Also, these declarations make some funds fungible. For instance if he determines that building a Wall on the Southern Border is a defense against Human Trafficking, Trump can move funds from anywhere else in the Defense Dept Allocation.

Once Congress figures out they have been played by one of the greatest ploys of all time, Congress will sue the President over the Border Wall.

But here's how it will play out - Congress and the President are co-equal branches with different functions. Congress allocates. The President spends.

The President has National Security as his Primary Responsibility and it's his job to use whatever funds and declarations he needs to for that job. No Court in this Nation (except corrupt on the take Judges) would EVER rule against a President for exercising that authority.

Oh and looky here, Trump tweeted early this morning that he would use part of the $700 billion military money to fund the wall because it falls under National Defense.
