Xi is dealing with protests in China mainland that resemble hong kong. He unleashed the virus to not just shut down the protest, but it helps Kabal punish Russia and U.S. for kicking them out of both countries. They have a vaccine already, and will be selling for massive $$$$$$ after they cull a little of the world population.
