Why didn't mega-church "pastor" John Haggee , report his pervert pedo brother?

HARRIS COUNTY - Former Harris County Constable Captain Jack Hagee, 74, is facing felony charges for allegedly sexually abusing a child for eight years.

The victim was 5-years-old when the alleged abuse began.

According to court documents, Hagee started forcing the 5-year-old girl to have oral sex with him in 1989 at their Harris County home. She told investigators that Hagee began having sexual intercourse with her about three times a week by the time she started kindergarten.

The victim says Hagee stopped having sex with her at the age of 13, because that's when she began menstruating.

The victim described the abuse as a "full-on sexual relationship" that occurred in multiple places including their home, documents say.

Investigators say the first person the victim reported her abuse was her aunt who told her husband, who happened to be Hagee's brother. Hagee's brother says he confronted Hagee over the phone and told him he was not welcome at their home.

Hagee is charged with Indecency with a Child and Aggravated Sexual Assault of a Child.

Report: Cornerstone Church Pastor John Hagee's Brother Arrested for Child Sexual Abuse

Citing police records, KENS reports that the victim told a relative, who's not named in arrest records, about the abuse. In the affidavit, investigators said they spoke with the relative, who told them that she informed Jack Hagee's brother about the allegations.

A spokesman for John Hagee, who leads the Cornerstone Church congregation, confirmed to KENS that the pastor is the brother mentioned in the affidavit.

A spokesman for the pastor provided the following statement to KENS:

"'He and his wife have offered and given their full and unconditional support to the victim, including respecting their decision when to go to law enforcement and also speaking to law enforcement on the victim's behalf.”'

Texas law states an individual may have a legal duty to report abuse even if an outcry is made when the victim is an adult. Under the law, the person to whom the outcry is made “shall make a report … if the person or professional … determines in good faith that disclosure of the information is necessary to protect the health and safety of another child or an elderly person with a disability.”

KENS 5 spoke to Associate Professor of Law Donna Coltharp about the pastor's legal responsibility to report the claims.

As a pastor he should have reported, if he reasonably believed that it did happen," she said. "He doesn't have to report unless he believes that a child or person with an intellectual disability is in danger from this person. I would think that would be a difficult thing for the state to prove.
