If you listened to the questions before that, there was a clear context, and it was about firing/moving staff from the WH to other places. Since everyone knows "anonymous resistur" Op-Ed writer/book author works in the WH the question, on its face was about that, since the book is coming out and they want to know if their mole/inside source is going to be burned & fired
I'm disappointed this was not obvious.
