Ridiculous. Throw it out. Are access tracks Site Hardened? Do these joints actually need it? That's what I'd be thinking about. Sure they have more than enough cash.

We have Extension & Interpretation Trails and the majority are free. It's only the significant Heritage/Cultural/Natural/Social enviros that require permits for maintenance and protection, incl. economic benies (admission, shops and shit).
