>>8185453 (pb) FEDS Fume About NO Grand Jury in Durham’s FBI Abuse Probe

You don't need a Grand Jury if it's a Qui Tam and the DOJ is using Civil Investigative Demands!

Strong educated guess….Durham is working with a whistleblower

Straight from DOJ Manual:

"PRACTICE TIP: Prosecutors and agents dealing with qui tam relators and their counsel should be very careful to follow Rule 6(e), Federal Rules Criminal Procedure, and its general prohibition against disclosing matters occurring before the grand jury. Prosecutors and agents should also be careful about sharing information with attorneys and agents or employees working on the civil aspects of criminal cases."

Here's a lawfag's explanation of Civil Investigative Demands (CIDs) instead of Grand Jury….

The Department of Justice is using civil investigative demands more and more to investigate False Claims Act allegations. Crowell & Moring attorneys look at a recent court ruling offering hints about their scope and offer tips on how to respond to them.
