A student working on his doctorate at a New York university was found dead by his roommate earlier this month five hours after the student made an "unintelligible" 911 call for help, according to a police official.

 

First responders couldn't find Yeming Shen because his 911 call February 10 was not understandable and it was made on his foreign-issued cell phone that was only traceable to an area – not a specific address – in the city of Troy with several apartment buildings, Capt. Steven Barker said Friday.

 

Officers and firefighters went around knocking on doors at the apartments near Rensselaer Polytechnic Institute, but couldn't find the man, who called 911 at 11 a.m., he said.

 

Around 5:45 p.m., Shen's roommate returned to their apartment, found him dead, and called 911, Barker said. A preliminary autopsy determined he died of influenza, Richard Crist, director of operations for Rensselaer County, said earlier this month.

 

"The incident draws to attention the severity of the flu and the devastating effects it can have," Barker said. "We continue to extend our thoughts to the family and friends of Mr. Shen, as well as the responders involved throughout the incident."

 

An internal investigation determined authorities took appropriate actions, and even went beyond normal expectations, he said.

 

The problem in tracing the 911 call was Shen used a cell phone from China and a Chinese carrier that let him use a phone number with a local area code that was not linked with a local address, Barker said. Calls were routed to his Chinese number, but the 911 dispatcher could only see the local number.

 

Checks with cell phone providers and apartment management to get an address associated with the New York number came up empty, he added.

 

The 911 dispatcher was unable to understand Shen, Barker said.

 

"The sounds were unintelligible. This could be due to a potential language barrier, Mr. Shen's flu symptoms, or both," he said. Shen, who had lived in China, had been in the United States for more than a year, he told CNN.

According to the university, Shen was working on his doctorate in decision sciences and engineering systems with a focus on interdicting interdependent networks. He earned his master's degree in operational research and cybernetics and his bachelor's degree in mathematics from Sun Yat-Sen University in Guangzhou, China, the university said.

 

"Our thoughts and prayers are with Yeming's family, fellow students, friends, and teachers. We are all saddened by the loss of one of our own. Please support each other during this difficult time," school President Shirley Ann Jackson said in an email to students and faculty.

 

One of Shen's professors, Thomas Sharkey, wrote in the university newspaper that Shen was using "his tremendous mathematical mind" to create new methods of disrupting transnational criminal networks.

 

"Simply put, I believe that the legacy of his research is that it will make the world a better place," Sharkey wrote.

Right next door is Anniston Army Depot, which used to be a giant storage facility for a LOT of leftover poison gas. Nearby community wasn't too happy to have it, but they were even unhappier when the plan to incinerate that gas was announced back in the 1980's.

Some passengers from the Diamond Princess cruise ship quarantined for coronavirus infections will be evacuated to Anniston’s Center for Domestic Preparedness, according to a release from the U.S. Department of Health and Human Services.

 

“They could arrive as early as Wednesday,” said HHS spokeswoman Elleen Kane in a telephone interview Saturday.

 

The release said the evacuees tested positive for COVID-19, the coronavirus first observed late last year in Wuhan, China. The passengers, all Americans, have no symptoms or only mild, flu-like symptoms, according to the release.

 

The CDP, a Federal Emergency Management Agency facility, will house the patients, while Health and Human Services manages treatment. The evacuated passengers will stay isolated from the center’s training participants and remain at the facility until they are medically cleared, according to the release. The release says any evacuees who become seriously ill will be treated at “pre-identified hospitals.”

 

Kane said the evacuees will be housed in a CDP dormitory “to protect health, and at the same time, keep hospital beds open for people who actually need them,” such as people with serious cases of the flu. Asked how many people would arrive, Kane said the number would vary, though she noted that the CDP has 48 rooms available.

 

“The evacuees will be flown in a small plane to Anniston and will ride in a federally arranged vehicle from the airport to the dorm,” Kane wrote in an e-mail to The Star. “The planes and vehicles will be cleaned and sanitized, carefully following the guidance from the Centers for Disease Control and Prevention.

 

Michael Barton, director of the Calhoun County Emergency Management Agency, said that he had spoken with officials at the CDP after the news release. HHS had not sent any prior notice, he said, to either the EMA or to the Alabama Department of Public Health. Anniston City Manager Steven Folks also said he’d not been given any notice about the evacuees.

 

CDP management told Barton they only knew that evacuees were to arrive early in the week, but not how many or their condition.

 

“We will be providing some communication throughout our elected officials and first responders as well as healthcare facilities,” Barton said, “and public education in general terms of what this means or what impacts there could be for the county — though we expect none.”

 

FEMA operates the CDP, which is located on part of the former Fort McClellan. The center’s staff train civilian first responders from around the country to respond to natural and manmade disasters.

 

Rick Brewer, spokesman for the CDP, said training at the center will continue on its normal schedule next week.

Re: Local development

In early 1999, the local community leaders of Anniston and Calhoun County established the Fort McClellan Joint Powers Authority for the purpose of overseeing the redevelopment and reuse of Fort McClellan. On 30 April 2009, Alabama Governor Bob Riley signed into law Act # 2009-337 authorizing "the incorporation of development authorities for the purpose of developing real and personal property of closed military installations in Alabama." In March 2010, the McClellan Development Authority was officially certified as a non-profit public corporation charged with the future economic development of the former fort. In 2014, ordnance cleanup was completed after 11 years of environmental remediation. As of September 2015, more than 3,100 acres are back in use 3,000 are for sale, and a little more than 3,000 acres are set to go up for sale in the next three to five years.[21]

 

Carved from the developed portions of the original reservation, McClellan is a 10,000-acre (40.0-km2) master-planned, mixed-use community offering opportunities for residential, commercial, industrial, retail, education, research, and technology development. Since its opening, McClellan has become home to over 900 residents and a work place for more than 3,000 employees.[22]

 

Wildlife Refuge:

In 2003, the U.S. Fish and Wildlife Service, an agency of the U.S. Department of the Interior, established the Mountain Longleaf National Wildlife Refuge on 9,016 acres (36.1 km²) in undeveloped land on the reservation of the former Fort McClellan. It takes its name from some of the last-remaining mountain longleaf pine (Pinus palustris) forests in the southeastern United States.

 

As a relatively new wildlife refuge, Mountain Longleaf has not yet developed any sizable tourist facilities. A single information kiosk is located at the junction of Bain's Gap Road and Ridge Road South, near the center of the McClellan community. Additionally, part of the reserve is closed to the general public, pending environmental cleanup. Otherwise, there are limited opportunities for hiking, photography, and wildlife observation at the refuge. Work is underway to restore the environment from the ecological problems introduced by the long use of the area for Army field training.
