Theory: By creating “suspicion” of Russian collusion/interference, an informal State of Emergency was created in 2016. Under Continuity of Govt provision, if the incoming Admin is “suspect”, power is never fully conferred to it. We end up with a suspended condition in which both current and former administrations are in power. TWO PRESIDENTS. (or, at least, two systems of Govt) until the suspicion is resolved.
