Former Senior Iraqi Military Officer During the Saddam Hussein Regime has Been Sentenced and Denaturalized

United States Attorney Richard W. Moore of the Southern District of Alabama, announces that Colonel Saad Taha Ahmed Yousif al-Qaysy was sentenced to three years of probation and stripped of his United States citizenship after being convicted of lying to obtain his citizenship.

Ahmed was born in Baghdad, Iraq in 1958. He earned a degree in electrical engineering in the early 1980s, and then was conscripted into the Iraqi Army in 1983 during the Iran-Iraq War. After his mandatory service was complete in 1985, Ahmed joined the Iraqi Army as a First Lieutenant in the al-Quds Reconnaissance Brigade. Thereafter, the Army sent Ahmed to a university in Yugoslavia to gain Serbian and Russian language skills.

After returning to Iraq, Ahmed rose up the ranks as an Iraqi Army officer. He served as a Captain in the 10th Armored Division during the Invasion of Kuwait and the Gulf War, and as a Colonel during the 2003 Iraq War. Ahmed’s twenty-year military career ended when Coalition Forces disbanded the Iraqi Army on May 23, 2003. During his final two years in the Iraqi Army, Ahmed was assigned to two public hospitals as a senior military officer. This is significant because the Saddam Hussein regime used public hospitals at this time for dual purposes — treatment centers for the sick and injured, and torture sites for political prisoners and military deserters.

Following the dissolution of the Iraqi Army, Ahmed claimed that he worked for an American military contractor in Abu Ghraib, Iraq. However, the military contractor has no record of Ahmed. Furthermore, a letter of recommendation purportedly from Ahmed’s direct supervisor at the military contractor, which was later submitted to U.S. Citizenship & Immigration Services, had been forged.

After Ahmed’s brother and nephew were killed in sectarian violence in 2006, Ahmed fled from the Baghdad region to northern Iraq and then to Giza, Egypt. While in Egypt, Ahmed and other former senior Iraqi military officers discussed the need to hide the true nature and extent of their military careers in order to be admitted as refugees into the United States.

In 2009, Ahmed applied for refugee status via the United States Refugee Admissions Program. In his application, Ahmed falsely claimed that he only served in the Iraqi Army for a brief period in the 1980s as a conscript during the Iran-Iraq War. Ahmed’s refugee application was approved in January 2010, and he was admitted into the United States as a refugee fleeing the war in Iraq. Thereafter, Ahmed was approved for refugee resettlement and placed in Mobile, Alabama.

In 2011, Ahmed adjusted his status from refugee to legal permanent resident. Once again, Ahmed lied about the nature and extent of his military service, and falsely claimed that he was merely an electrical engineer working on a base in Baghdad from 1987 to 1991. Ahmed further claimed that his military service ended just prior to the Invasion of Kuwait, when, in fact, he was a Captain in the 10th Armored Division during the invasion.

Finally, in April 2015, Ahmed applied for United States citizenship. In his citizenship application, Ahmed perpetuated the false narrative that he was simply an electrical engineer forced to join the Iraqi Army during the Iran-Iraq War. Ahmed was officially sworn in as a United States citizen on July 20, 2015 in Atlanta, Georgia.

In November 2019, Ahmed pleaded guilty in the Southern District of Alabama to knowingly and intentionally procuring United States citizenship through fraudulent means, in violation of 18 U.S.C. § 1425(a). By statute, being convicted of this offense results in the denaturalization of the defendant at the time of sentencing.

Following his sentencing and denaturalization on February 21, 2020, Ahmed was taken into custody by immigration officials. An Immigration Judge will now determine whether Ahmed will lose his status as a legal permanent resident, and whether he will be deported to Iraq.

This matter was investigated by FBI-Mobile’s Joint Terrorism Task Force, and was prosecuted by Assistant United States Attorney Christopher Bodnar.

Details about the deadly mass shooting at a brewery in Milwaukee have been trickling out in the hours since a former employee killed five people and then died by suicide on Wednesday afternoon. But according to social media reports, the gunman — allegedly a Black man named Anthony Ferrill — waged his shooting rampage because he was subjected to racism in the workplace at the Molson Coors brewery.

Neither those reports nor the identity of the gunman was immediately confirmed by law enforcement, but they were prevalent across social media. One of those posts came from an account credited to a Milwaukee businessman who devoted multiple posts on his Facebook page to explain “the reason why our Brother snapped at Miller Coors!”

“The shooter at Millers Coors is reported to suffer racial discrimination and harassment from white co-workers. He recently filed a civil lawsuit against Miller Coors’s racist work environment. The racist white co-workers had hung a hangman noose on his locker. He was rehired after the lawsuit five years ago. The white racist male harassment continue when he returned to work at Miller Coors,” Tony Muhammad wrote without providing evidence of his claims.

“The racist white co-workers this time humiliated the 51-year-old African American male by pasting spade cards on his work locker and making his workday unbearable with white male racist antics.

“The Brother evidently was forced over the edge of sanity to make a violent and act to end Miller Coors workforce racist harassment. Perhaps with this most recent reported incident of workforce white male racism against African American Miller Coors in the City of Milwaukee will make fair and equal employment for all a matter of private and public policy… Miller Coors has a long history of tolerating its white brewery worker racist behavior and acts against Black brewery workers.”

Muhammad’s claims were complemented by similar ones across social media.

A racial discrimination lawsuit against Miller Brewing Company and its parent, MillerCoors LLC was dismissed in 2013 after Syed Alam, a software developer, sued. A previous employment discrimination lawsuit filed by Alam against Miller was settled in 2006, which is apparently why the later racial discrimination case was tossed, according to the State Bar of Wisconsin.

Those lawsuits came after three former employees of Miller Brewing Co. sued in 1994 for claims of employees being “subjected to racist name-calling and harassment” at a plant in New York, the Associated Press reported. At the time, it was “the third legal action against the Milwaukee-based brewer by black employees at the Fulton plant who say they faced discrimination.”

That lawsuit said “black employees were subjected to a variety of forms of racial harassment, including hearing racial slurs directed at them over a paging system and being exposed to a variety of racial epithets in plant graffiti” and that “the company took too long to start using a graffiti-resistant paint and to limit access to the plant’s public address system to prevent harassment.”

Molson Coors is the parent company for a number of beers including Miller Lite, Coors Lite and Molson Canadian.

The reports of the brewery gunman being the victim of workplace racism were unconfirmed. With that said, Milwaukee County in April declared racism a public health crisis in the city that the Brookings Institution in 2018 found to be the most segregated in America.

ECB's Lagarde Pours Cold Water On Trader Hopes For Imminent Central Bank Bailout

With the Dow Jones entering a correction just 6 trading days after it hit an all time high, the market which has no idea how to trade in a down tape, is freaking out and predictably has spawned a rumor that an emergency rate cut is imminent, a rumor which may have been sparked by Kocherlakota's recent Bloomberg oped as well as Janet Yellen's hints last night at Brookings for coordinated global central bank action, and which has helped stocks recoup half their intraday losses.

Unfortunately for the bailout-starved investors, ECB head Christine Lagarde poured cold water on expectations of an imminent coordinated central bank market rescue, when she downplayed the chances of the ECB providing an imminent response to the spread of the coronavirus, which has prompted economists to slash their eurozone growth forecasts.

The ECB president told the Financial Times the ECB was monitoring the outbreak “very carefully" but said it was not yet at the stage where it would have a lasting impact on inflation and, therefore, require a monetary policy response.

“It is a fast-developing phenomenon, which requires that we monitor very carefully,” said Ms Lagarde. “It is clearly not an area where a central bank has actually an opinion. It is really for the health service and health experts to give us their take . . . on the evolution and particularly importantly on containment.”

Lagarde said all of the bank’s base-case scenarios are “based at the moment on containment in reasonably short order”.

“I was very pleased to see that the numbers in China on deaths relative to contagion seem to have declined for the third or fourth day, which seems to indicate that there is a degree of improvement,” she added.

Lagarde’s amusing faith in Chinese numbers aside (as the former IMF head she knows better than anyone just how fake Beijing's "data" is) her comments indicate that not only is an emergency intervention by the ECB (and likely Fed) unlikely, but that the central bank is hoping to keep interest rates on hold when it meets to discuss monetary policy in two weeks according to the FT, despite calls from economists for it to cut rates and step up its bond purchases.

At the same time, she said the bank would have to determine whether coronavirus was set to cause a “long-lasting shock” that would impact supply and demand as well as inflation. “But we are certainly not at that point yet,” she added.

Needless to say, this stance by the head of the ECB, which has kept its deposit rate unchanged at minus 0.5% since a cut last September, could disappoint investors who are pricing in more rate cuts by the central bank in coming months. Earlier in the day, Europe's Stoxx Europe 600 tumbled 4%, as it entered a 10% correction it hit just over a week ago.

After ignoring the dire consequences of the coronavirus for weeks, economists finally started paying attention after the pandemic spread to other nations, rising fear that the impact of the virus will continue to disrupt global supply chains and compound the woes of European manufacturers, which have suffered two years of falling orders and production. They also worry the health crisis could weigh on weak growth in the eurozone, which last year fell to its lowest level in seven years.

UK Schools Close as Two More Coronavirus Cases Confirmed

Schools across the United Kingdom have closed in response to the growing European outbreak of the coronavirus, as two more people have been confirmed to have contracted the virus in England.

In Derbyshire, a primary school was closed following the return of a pupil’s parent, who had tested positive for the coronavirus after travelling abroad, prompting the school to close as a precautionary measure.

A GP in the area also closed after a case was confirmed at the practice, bringing the total number of people infected with the virus to fifteen in the UK.

“The virus was passed on in Italy and Tenerife and the patients have been transferred to specialist NHS infection centres in Royal Liverpool Hospital and the Royal Free Hospital, London,” Witty said per Sky News.

The two new cases bring the total number of infected people in the UK to 15. The newly infected patients will be held in quarantine at aa NHS infection specialist centre said The chief medical officer for England, Professor Chris Witty.

In Italy, there are now over 440 confirmed cases of the coronavirus, and fourteen people have died. In Tenerife, 168 British citizens are currently in quarantine at the Costa Adeje Palace hotel, after the virus was discovered.

To date, at least eight schools have closed in order to protect students from contracting the coronavirus, with others sending students home if they came in contact with anyone who had recently travelled to northern Italy, the epicentre of the European outbreak.

Public Health England (PHE) has said that it will increase testings to determine “whether there’s evidence of infection more widespread than we think there is”. So far 7,132 people have been tested for the virus in the UK.

Worldwide the number of cases has topped 82,000 with over 2,808 confirmed deaths, reports The Telegraph. In Europe, three people have been confirmed to be infected in Greece and another three have been infected in Switzerland. Estonia and Denmark have both recorded their first case of the coronavirus as well.

Turkey Targets Syrian Gov’t Positions in Idlib 'in Response' to Killing of Two Troops in Airstrike

The Turkish Ministry of Defence reported on Wednesday that two Turkish soldiers were killed and 2 injured in an airstrike in Idlib, Syria, the ministry said in a statement on Twitter.

The ministry said that its army had conducted a retaliatory strike targeting Syrian government forces in the region. As a result of the strikes, 114 members of the Syrian forces were "neutralised", one air defense system, one anti-tank system, one ZU-23 anti-aircraft installation, three tanks and one vehicle transporting ammunition were destroyed, while three tanks were captured.

"The blood of our martyrs has never been left on the ground, nor will it be left after that," the Turkish military statement added.

The Securities and Exchange Commission today announced settled charges against actor Steven Seagal for failing to disclose payments he received for promoting an investment in an initial coin offering (ICO) conducted by Bitcoiin2Gen (B2G).

The SEC's order finds that Seagal failed to disclose he was promised $250,000 in cash and $750,000 worth of B2G tokens in exchange for his promotions, which included posts on his public social media accounts encouraging the public not to "miss out" on Bitcoiin2Gen's ICO and a press release titled "Zen Master Steven Seagal Has Become the Brand Ambassador of Bitcoiin2Gen." A Bitcoiin2Gen press release also included a quotation from Seagal stating that he endorsed the ICO "wholeheartedly." These promotions came six months after the SEC's 2017 DAO Report warning that coins sold in ICOs may be securities. The SEC has also advised that, in accordance with the anti-touting provisions of the federal securities laws, any celebrity or other individual who promotes a virtual token or coin that is a security must disclose the nature, scope, and amount of compensation received in exchange for the promotion.

"These investors were entitled to know about payments Seagal received or was promised to endorse this investment so they could decide whether he may be biased," said Kristina Littman, Chief of the SEC Enforcement Division’s Cyber Unit. "Celebrities are not allowed to use their social media influence to tout securities without appropriately disclosing their compensation."

The SEC's order finds that Seagal violated the anti-touting provisions of the federal securities laws. Without admitting or denying the SEC's findings, Seagal agreed to pay $157,000 in disgorgement, which represents his actual promotional payments, plus prejudgment interest, and a $157,000 penalty. In addition, Seagal agreed not to promote any securities, digital or otherwise, for three years.

God Help Us: 41 Dem Senators Vote Against Protecting Already Born Babies from Being Legally Murdered

In a shocking move Tuesday, nearly every Democratic senator voted against requiring that medical care be provided to babies who survive abortions.

A cloture vote on the Born-Alive Abortion Survivors Protection Act garnered the support of 56 senators, compared to 41 who voted to block it.

All 53 GOP senators and three senators voted to proceed, while 41 Democrats voted no, meaning the measure fell short of the 60 votes needed for cloture, ending debate.

The bill requires, in part, that medical personnel “exercise the same degree of professional skill, care, and diligence to preserve the life and health of the child [who survives an abortion] as a reasonably diligent and conscientious health care practitioner would render to any other child born alive at the same gestational age.”

The proposed legislation includes some teeth of potential criminal and civil penalties, including up to five years in jail, for health care providers who fail to offer the requisite care.

Republican Sen. Ben Sasse of Nebraska, who sponsored the bill, rightly observed from the Senate floor prior to Tuesday’s vote, “This ain’t hard stuff people.”

“Every one of us … should be able to say without any hesitation, ‘leaving babies to die is unacceptable,'” Sasse said. “There’s really no debate to be had here, which is why so many people who were planning to speak on the other side, decided not to speak this afternoon.”

“This should be a 100 to zero no-brainer.”

In fact, the “Born-Alive Infants Protection Act of 2002” was passed by unanimous consent and also sailed through the House on a voice vote.

Camila María Concepción, a trans activist who wrote for two Netflix shows, has died at age 28, Variety confirmed Wednesday. The cause was suicide.

Concepción was a staff writer on the zombie dramedy “Daybreak” and co-wrote an episode of “Gentefied,” a new show about a Mexican American family living in a gentrifying neighborhood.

She was “a vocal advocate for trans and Latinx representation in the entertainment industry,” People noted.

In a statement, Netflix praised the California native and Yale University alumna as a “talented writer with a passion for storytelling, lifting up underrepresented voices, and fighting for representation in front of and behind the camera.”

Representatives for “Gentefied” told Deadline in a statement that they “were so blown away by her amazing talent and unique voice. She was definitely a force to be reckoned with and we are deeply saddened by the loss of one of our brightest stars.”

The show premiered on Friday, the same day that Concepción reportedly took her own life.

Israel to form 'anti-Palestinian resistance force' in occupied West Bank

Israeli authorities will establish a joint defence agency tasked with "supressing Palestinian resistance", if Prime Minister Benjamin Netanyahu goes ahead with plans to annex West Bank settlements, according to a Haaretz report.

Composed of state institutions - including the army and police - the new agency is drawing up contingency plans for a range of possible scenarios, including mass popular uprisings in cities across the West Bank.

Intelligence assessments fear mass unrest among Palestinians in the event of Netanyahu's victory in next week's elections, which will likely pave the way for Israel to impose full sovereignty over settlements in the occupied West Bank.

The Knesset caretaker government's attempts to adopt the measure in December drew criticism from Israel's security establishment due to its timing.

The efforts came as US President Donald Trump announced his Middle East peace plan - dubbed Deal of the Century - which Israeli intelligence predicted would cause major uproar from Palestinians.

President Trump's successful trip to India this week will develop a critical prospective alliance while undermining one of the most common criticisms leveled against this president: that Trump cares little for democratic values or for allies.

This was certainly not evident from Trump's rhetoric and effort during his short visit. Instead, addressing more than 100,000 people in a packed Ahmedabad stadium, Trump offered a bright vision of future friendship between the world's most powerful and its most populous democracies. As the BBC observed, "It was a good speech."

Addressing democratic values, Trump carefully hinted at concerns over India's treatment of its Muslim citizens. While praising Prime Minister Narendra Modi, the president celebrated an India in which "millions upon millions of Hindus and Muslims, Sikhs and Jains, Buddhists, Christians, and Jews worship side by side in harmony." Building on this theme of democracies made strong by diversity, Trump called for "every Indian, north and south, Hindu or Muslim, Jewish and Christian, young and old, take pride in the glories of your past, unite for an even brighter future, and let our two nations always stand together as powerful defenders of peace and liberty

Asked at a later press conference whether he had raised the issue of religious liberty in private meetings with Modi, Trump confirmed that he had done so. Describing shared U.S. and Indian efforts against terrorists, Trump threw Modi a line that President Barack Obama would have been highly unlikely to offer. He promised Indians that America would continue "to crack down on the terrorist organizations and militants that operate on the Pakistani border." Trump's strong stance here will go down well with an Indian government and people still reeling from a Pakistani terrorist attack last February that killed 40 people. Equally important is the fact that Trump's robust stance on Pakistani terrorist threats stands in contrast to unhelpful positions of calculated indifference taken by China and Russia.

Trump also promoted the "quad" strategic dialogue among the democracies of the United States, Australia, Japan, and India. He announced India's purchase of $3 billion in U.S. helicopters, and, in distinctly Trumpian terms, he offered a rationale for why India would gain by abandoning its Sino-Russian flirtations in favor of a U.S. partnership.

"We have spent two and a half trillion dollars on rebuilding our military. It’s the most powerful military anywhere in the world by far. That is why I have come here to India, in the spirit of fondness and goodwill, to expand our cherished partnership of incredible power and potential," Trump said. "I believe that the United States should be India’s premier defense partner, and that’s the way it’s working out. Together, we will defend our sovereignty, security, and protect a free and open Indo-Pacific region for our children and for many, many generations to come."

Trump is here linking Chinese efforts to dominate the western Pacific oceans with Beijing's growing effort to project power at India's doorstep. It's a clever step for two reasons. First, New Delhi is increasingly concerned by China's sponsorship and use of the Pakistani port at Gwadar and related efforts to undermine India's security on its northern borders. Second, the U.S. needs all the allies it can get to deter Chinese President Xi Jinping's effort to turn the world's oceans into his private playground.

Unfortunately, there is still no U.S.-India trade deal, but that could be a good thing if, as the president suggests, this is because the two sides are working on a bigger deal than expected. This is a relationship that is important we get right, so patience is in order.

But, ultimately, this trip hinted at the possibilities of a very bright future. If India and the U.S. can form a common bond built on the rule of law, national sovereignty, and democracy, they will be that much more prosperous and safe. Activists block Israel lobby censorship effort in New Zealand

Activists in New Zealand are celebrating victory after they blocked an effort to censor speech supportive of Palestinian rights.

The city council in the capital Wellington was due this week to consider adopting the International Holocaust Rememberance Alliance’s misleading definition of anti-Semitism.

But the motion was withdrawn after a campaign by supporters of Palestinian rights.

The so-called IHRA definition is being promoted worldwide by Israel and its lobby, and this measure was proposed by the Wellington Jewish Council and supported by the New Zealand Jewish Council.

But the Palestine Solidarity Network Aotearoa, a national coalition, urged the mayor and city council to abandon the measure.

“It would be far better for Wellington City to pass a comprehensive anti-racism resolution rather than have a divided vote on the proposed ‘anti-semitism’ resolution,” the group stated.

Progressive Jewish voices

Jewish activists also spoke out against the resolution.

Marilyn Garson and Fred Albert, members of a progressive synagogue, wrote an op-ed noting that the IHRA definition incorporates a set of supposed examples of anti-Semitism “which have been used to conflate criticism of Israel with a hatred of Jews.”

“Given this document’s global trail of controversy, we were stunned to see a motion on Wellington City Council’s agenda for Wednesday, 26 February, to adopt the IHRA document for our city,” they added.

The activists also noted that Kenneth Stern, the main author of the IHRA definition and a former executive of a major US Israel lobby group, has condemned efforts to legislate the definition and use it to police speech supportive of Palestinian rights.

City councilor Iona Pannett told media she supported the decision to remove the item from the agenda. She acknowledged she had heard from members of the Jewish community who did not agree with its wording.

“We want a peaceful and safe way of discussing it, away from the public glare,” Pannett said.

Garson and Albert are members of Alternative Jewish Voices, a new group which says it aims to “to provide alternatives to the current narrow range of voices that speak publicly in the name of the Jewish community.”

“Racism is not just a Jewish issue, and there will be no separate Jewish resolution,” Alternative Jewish Voices said.

“Muslims and other marginalized groups face racism and bigotry. The community must support a strategy to address racism against all groups.”

Concern about racism in New Zealand – a settler-colonial state established on Maori land – has been especially urgent since a white supremacist gunman murdered 51 people at two mosques in the city of Christchurch in March 2019.

1 in 5 Europeans says secret Jewish cabal runs the world, survey finds

In each of the countries polled, a representative sample of 1,000 adults was presented with 45 questions or statements in face-to-face interviews about Jews and Israel.

PARIS – A secret network of Jews influences global political and economic affairs.

That’s the feeling among a fifth of the 16,000 respondents to a survey among Europeans from 16 countries. The same number also agreed with the statement that “Jews exploit Holocaust victimhood for their own needs.”

The survey was presented Monday at a conference about antisemitism organized in Paris by the European Jewish Association. It was conducted in December and January in Austria, Belgium, the Czech Republic, France, Germany, the United Kingdom and Poland, among other countries.

Other findings:

• A quarter of respondents agreed with the statement that Israel’s policies make them understand why some people hate Jews.

• More than a quarter concurred with the statement that “Israel is engaged in legitimate self defense against its enemies.” A quarter of respondents disagreed and 46% did not express a position.

• More than a third agreed with the assertion that “During World War II, people from our nation suffered as much as Jews.”

Holocaust revisionism and classic antisemitic stereotypes were more common in Eastern Europe, whereas anti-Israel sentiments,

State to indict two more top defense officials in Case 3000

The Submarine Affair has jumped to the forefront right before next week's election.

The state announced on Thursday that it will likely indict for bribery two more top defense officials, in addition to a group already noted in December, in Case 3000, the Submarine Affair.

One of the officials is Brig.-Gen. (ret.) Avriel Bar-Yosef, who served as deputy chief of the national security council and was due to be promoted to chief until he came under investigation. The other official, Shai Brosh, was a top navy official, reaching the rank of brigadier general, until 2001.

The Justice Ministry said that the announcement regarding Bar-Yosef was delayed because he was out of the country when the December 5 announcement came down. Brosh's part in the case is connected to Bar-Yosef as a middleman for passing messages with other allied conspirators.

The two men join two top former aides to Prime Minister Benjamin Netanyahu, a former commander of the navy and others who are under the gun for bribery and a variety of crimes in Case 3000.

The decisions are subject to pre-indictment hearings which have been delayed to date by working through a security protocol with the IDF.

In November 2018, the police recommended that several of Netanyahu's top aides be indicted for a scheme to skim off the top of large deals in which Germany’s Thyssenkrupp firm was selling Israel nuclear submarines.

Netanyahu himself was not a suspect at the time, though there were later developments which the police are still probing regarding Netanyahu's potential financial connections to the affair.

The two top Netanyahu officials are David Shimron, who has served as a Netanyahu confidante, lawyer and is also his cousin, as well as David Sharan, who served as his chief of staff.

Shimron stands accused of money-laundering, while Sharan stands accused of bribery, money-laundering, breach of trust and violation of campaign financing laws.

Eliezer Marom is the former chief of the navy accused of bribery, money-laundering and tax crimes.

Yuval Steinitz, who at various times served as finance minister and then as energy minister, has two aides, Rami Taib and Yitzhak Liber, who are accused of serving as middle men in the bribery scheme and money-laundering and aiding in tax fraud respectively.

Steinitz himself has never been a suspect, though the prosecution statement says that Bar Yosef acted to persuade Thyssenkrupp official Walter Freitag of his and Ganor’s usefulness by obtaining a meeting for Freitag with Steinitz.

Former minister Eliezer Zandburg is accused of bribery, money-laundering, breach of trust and tax crimes while he was running the Keren Hayesod fund. He was allegedly paid NIS 103,000 to advance the scheme between 2012-2016.

NSA spent $100M on phone surveillance program that prompted two unique FBI leads

A multimillion-dollar cellphone surveillance program that sifted through the metadata from millions of individual phone numbers yielded just two unique leads over a five-year period.

According to a newly declassified study, the National Security Agency spent $100 million on a highly invasive cellphone surveillance system. With that investment, the agency yielded only one significant FBI investigation from 2015 to 2019.

The NSA's cellphone surveillance was first revealed to the public after former NSA contractor Edward Snowden leaked information about the program to the media. After Snowden's leaks in 2013, the federal government advocated for the program as a necessary tool to prevent future terrorist attacks, but many questioned whether that was true.

The study, which was produced by the Privacy and Civil Liberties Oversight Board and briefed to Congress on Tuesday, showed that only one of two unique leads yielded a prolonged investigation. The other unique lead was vetted and deemed unworthy of additional inspection.

“Based on one report, FBI vetted an individual, but, after vetting, determined that no further action was warranted,” the report noted. “The second report provided unique information about a telephone number, previously known to U.S. authorities, which led to the opening of a foreign intelligence investigation.”

Additional information about the one prolonged investigation was not made available to the public. In total, 15 investigations were aided by the program, but 13 investigations were already being conducted when information from the surveillance program was uncovered.

Investigations into the Pulse nightclub shooting and a machete attack in Ohio were aided by the program, but it is not clear that either of those incidents relied on unique information from the NSA that the FBI didn't already posses
