I believe this statement is a liddle bit disingenuous. I believe he DID know it was this bad, and DID know it would take 2 terms to fully clean the swamp, but if he had said that at the outset, would people have been willing to follow him? Willing to put up with the very slow, calculated, painstaking reveal?
It was necessary to stage it in the way he did.
What the statement really means is, "YOU didn't know it was this bad." He knew.
