This "craft" is most likely a satellite that had accelerated to change orbit height. It doesn't take much to change your height once a slight acceleration is made. Once you reach your new orbit, you use your small retros to bring it back to the speed that keeps you in constant orbit.
If the Chinese/deepstate have military satellites then you know they are monitoring nearby traffic and will evade detection hence the need for Space Force.
