Look at the second page of the letter. C.H. has printed it on fairly thin paper, and there's a document clearly (almost) visible underneath. Looks like there's a footnote at the bottom of the underlying page.

Anyone extract/sharpen/cleanup? Anyone find the doc in question?

I posted the same link in my post.

By "doc in question", I mean the document hiding behind page 2 of the letter in the image. E.g., looks like the end of the last visible line of the footnote may be "28 C.F.R. ยง" Or maybe 29?

Code of Federal Regulations section 28 is Title 28: Judicial Administration.

But the section number must be on the left end of the last line of the footnote.

Can anyone clean up/sharpen/OCR/voodoo the image and get enough text to see what document is hiding under the letter? Is it a page from the Horowitz report, for instance? Is it Grassley's original letter to the Archives?
