If @Snowden really cared about privacy/citizenship awareness, why didn't he expose the C_A's main programs?

If @Snowden comes home he will meet IG to talk about C_A control of media (internal ICIG+other IGs to discuss illegal policies/programs) Huber to talk about crimes committed and help w/evidence gathering, investigation of (external) C_A partners, FB, Google, etc.
If clowns burned @snowden and were going to use him w/Russia,Russia,Russia hysteria to start WW3 by labeling him a Russian spy protected by Putin and in Russia, then he would want to talk, but he would have to feel safe that Potus is in control and can keep him breathing, thats why his cooperating took this long and the only question that remained was asked by Q Parades or Restraints?
