Yes, truth. Any molecular bond can be broken with the correct input of EM energy.

Likewise those "tighter bonds" within the atom (strong nuclear force) can be broken, given the right input of the right KIND of energy.

Can be used for good or evil.

Like, to decompose nuclear waste by removing excess neutrons that make isotopes radioactively unstable. Or transmute them to harmless stable atoms.

Or to cause targeted dissolution (i.e. to use as offensive weapon).
