The "no arrest up to $950 theft" policy is license for immoral people to steal. And will drive all honest shop keepers out of business, and/or force them to hire private security to police their own premises.

Farmers in, say, the midwest, Ohio maybe, determine how to allocate their acreage. They hire foresters to recommend how many acres to devote to trees, and to come in and determine when/if it's worth doing a timber harvest. It IS an economic decision as well as ecosystem, wind barrier, and other reasons.
You are a one-trick pony and not thinking it through. You are thinking like a liberal instead of like an engineer. Engineers (and farmers) (and people with forest acreage) do the math and the modelling. Just considering the human labor involved, or machine assisted labor, is only one tiny part of a very complex equation that will differ from place to place.
