But you are right - loss of funding for 'sanctuary state/city' status will hurt the state's pockets (which are empty and in huge debt anyway wrt pensions, etc.) and State of Emergency may give POTUS an opportunity to step in and regulate… The costs would be borne by fedgov (us taxpayers) but if it is gone about correctly, it may save us billion$.
If POTUS does it, it will be done correctly.

Multiple meanings exist, just like actions are taken to achieve multiple objectives at one time with less energy/effort expended.

But yes, coronaviruses are a cold virus. For the homeless, most have problems with drugs (I didn't so thank goodness I didn't have to deal with that hell!) their immune system is already weak from poor nutrition, little to no sanitation, etc. that they are more susceptible than most. Of the rest of the population, Oriental men seem the most susceptible and hardest hit, elderly and immune-compromised non-Orientals are the third most susceptible.
Digits confirm, easiest to drain a swamp when emptied of it's creatures.
