I work in a large metro county local gov Public Health department. The County Manager seems desperate, managers seem in way over their heads, employees seem skeptical but following orders.

Yesterday they made everyone working for the county watch a video about not spreading coronavirus that said the coronavirus causes the common cold. Later in the day I asked a division manager about this and he got mad and said there are lots of variants of the coronavirus (which is true) and that the numbers coming out of china and Italy show this is much more dangerous than the regular version. I asked why they would send out a video saying it was basically the common cold and he said 'when was that video made? the situation is changing by the hour.' He went on to say they think between 200K and 2M will die from this, with 200K being if we stop the spread with all these drastic measures of shutting everything down. Today, the county shut down every public facing window, but told everyone to report to work as every process by which the public is served is going to be rework for the future way of doing business (after years of stopping every effort to move services online).

Point is, the narrative is coming apart at the seams, they cant even agree on the narrative, and the people who have been able to use anger and fear to control people, knowing their version of the truth will be enforced by a consensus shoved down everyone's throats by the MSM, are finding themselves on standing on shifting sands. Sadly, I suspect their efforts to catch up on 30 years of work to modernize their processes and ways of interacting with the public in a couple of days will fail spectacularly. But hey, its government; when they fail, they just get more money. Maybe in the end someone besides people who depend on the government to service their needs will pay attention who is elected and put someone in office who actually care about effective government instead of buying votes from those they can give the most 'free' stuff to.
