The way that the shutdowns are affecting hotels and restaurants in every country, this has got to be smoking out illegal workers all over the place. They could send them to the hospital ships as staging areas, then use navy boats to offload them at night onto a ship bound for the region of the world where they came from.
I'm sure the focus is to deal with bigger crooks, but limiting everyone's movement make all kinds of criminals easier to catch. And letting all the nonviolent criminals out of prisons frees up lots of spaces for housing the new ones who are citizens.
