Photos on social media are public domain. Anon cannot assert it's cause of action to be copyright infringement b/c it's public do main. Plus, has this 'litigous' anon address the 1st amendment rights issue that the anon would have to overcome, coupled with serving all these ISPs with subpoenas which can be extremely costly.
