First off, notice that the military has been building the wall for a while and the first parts are being done where there are roads near the border. People generally use road to go places, even on foot, so when the Hondurans get to the border, the wall will be there.
Second you don't need armed patriots to stop civilians, just a few well trained military armed with automatic weapons and Simunition so the bullets do not damage the wall.
Stand at the wall, see the people coming nearer through the gaps. Now one guy swivels right, the other swivels left. Turn to until your view is completely blocked by the vertical square steel tubes of the wall. Start firing your automatic weapons at the wall aiming near the ground so that bullet fragments don't go very far. Notice how the hollow steel tubes amplify the sound and make a hell of a racket.
