They flew in yesterday on a military transport.
Ministry of Emergency Situations of the Russian Federation also known as EMERCOM is a quasi-military organization.
They do not wage war or use weapons, but they do have uniforms and a military organizational structure. Their role is somewhat like FEMA except that they specialize in fast and massive response. When there is a natural disaster in Russia, they load plains with hospitals, emergency housing, power stations, etc just like you would see in a military logistics deployment.
Italy asked the EU for help and Russia jumped on it because they have the capability.
That is not military. It is EMERCOM and they were invited by the Italian government. Yes, they happen to use the same brands of Russian manufactured trucks as the Russian military, but you can see they have no military insignia on them.
