OK viewing satellite imagery of DC, the Kennedy Center is on the Potomac River adjacent to Interstate 66 which crosses the river via the Theodore Roosevelt Bridge.

Beneath the bridge is a larger island: Theodore Roosevelt Island (looks like a park with walking trails) and a tiny island called Little Island.

Nearby buildings include the U.S. State Department, Saudi embassy, and Watergate Complex (apartments).

So using the waterway to cross between the islands and the mainland would be no problem for small boats.

On the east side of the river (Kennedy Center side) Rock Creek Trail parallels the river and is a little bit vegetated (some cover for covert movement at night?)
