If this is a right arm military patch, then I can assume that a non-medical military person is in a patient's room?

 

If it was a doctor or nurse, wouldn't they have gowns on?

 

Or do the nurses and doctors wear their uniforms while treating patients?

 

Is it a administrative military person in the patient's room?

 

why wouldn't all the adm stuff been taken care of already.
