Well… when you (we through our collective consent or lack of action to stop it) have built a system where only a half of the population is working, and of those only a hand full have capital or participate in working for themselves, with the rest working as wage slaves, how would you deal with this a major part of the bureaucracy going rogue and forcing an economic shut down?
Changing the way the entire system works to a more capitalistic model with out throwing 50% of the population into destitute poverty is no easy task.
