The bill was originally called "Middle Class Health Benefits Tax Repeal Act of 2019" and had *nothing8 to do with Coronavirus. The bill did not pass in 2019 but was kept alive as part of the 116th Congress.

The CARES Act (Coronavirus Aid, Relief and Economic Security) needed a vehicle for prompt action. This bill was resuscitated and used for the grab bag passed in March 2020.
