Sometimes Congress will totally change a bill content by amendment and often change the bill title. A bill will pass in in the House (HR 3590 was unanimous) and then have the Senate change the text by amendment. Once amendments are approved, an amendment will change the bill title. Then the House just has to vote on the approving the amendments.
Thus, pass a bill in both chambers that could not stand on its own merits in the House (typically revenue bills that must begin in the House per the US Constitution).
When a bill passes both chambers, should check to see if the final bill and introduced are the same. The overview at the top will show the current/final title. The summary and text at the bottom will show what was introduced.
