Essentially it is a playbook for how the USA has tried to topple foreign governments for decades and how the FEMA managers will deal with any issues within their region. As for how that will or would play out in the USA …. just don't know. Because technically if those in control are deep state actors they make the rules and will be the ones oppressing the people, and if not then it is not 'we the people' that are insurgents but them that are acting with sedition and treason against the USA.
