The study, which identifies the mutations, was published after months of international controversy that delayed public release of the findings.

Critics said the potentially deadly altered virus could be accidentally released from the lab or replicated by terrorists. Kawaoka and his supporters said the study shows how H5N1 bird flu, frequently fatal in people but rarely spread among them, could cause a human pandemic β€” or massive outbreak of disease.

 

Identifying mutations that could make the virus more transmissible in people should help health authorities better monitor bird flu and prepare drugs and vaccines, Kawaoka said. The H5N1 virus has been circulating in Asia and the Middle East since 2003.”

 

…A research moratorium on altered H5N1 viruses, which Kawaoka, Fouchier and other scientists agreed to in January, remains in effect. Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, told a U.S. Senate panel last week that the moratorium should be extended but didn't say for how long.

 

Kawaoka carried out his study at UW-Madison's Institute for Influenza Virus Research at University Research Park. The lab is classified as Biosafety Level 3-Agriculture, the highest biosafety level at the university and half a notch below the top level anywhere of BSL4.

Kawaoka set out to see if the H5N1 virus could adapt to transmit in mammals β€” and, if so, what changes in the virus were needed to do that.

 

He used ferrets, whose response to the flu is thought to mimic that of humans. By exposing individually caged ferrets to strains of the virus in a series of experiments, the study revealed the four mutations that caused so much controversy.

 

First Kawaoka introduced random mutations into the HA gene of the H5N1 virus. A strain with mutations known as N224K and Q226L was able to attach to receptors in the trachea of mammals.

 

That is significant, Kawaoka said, because flu viruses must replicate in the upper respiratory tract in order to spread through coughing and sneezing. In people, H5N1 strains typically grow only in the lower respiratory tract, he said.

 

Kawaoka combined the HA gene containing the two mutations with seven genes from the 2009 swine flu virus known as H1N1.

 

The resulting virus didn't spread among the caged ferrets. But one ferret infected by researchers had especially high levels of virus in its nose. That animal's virus contained a third mutation, N158D.

 

When scientists exposed other ferrets to that virus, one developed a strain with a fourth mutation, T318I, that spread even more readily through the air to other ferrets.”

Bird Flu Paper Is Published After Debate

β€œThe more controversial of two papers describing how the lethal H5N1 bird flu could be made easier to spread was published Thursday, six months after a scientific advisory board suggested that the papers’ most potentially dangerous data be censored.

 

The paper, by scientists at Erasmus Medical Center in the Netherlands, identified five mutations apparently necessary to make the bird flu virus spread easily among ferrets, which catch the same flus that humans do.

 

The paper’s publication, in the journal Science, ended an acrimonious debate over whether such results should ever be released. Critics said they could help a rogue scientist create a superweapon. Proponents said the world needed to identify dangerous mutations so countermeasures could be designed.

 

β€œThere is always a risk,” Dr. Anthony S. Fauci, the director of the National Institute for Allergy and Infectious Diseases, said in a telephone news conference held by Science. β€œBut I believe the benefits are greater than the risks.”

 

…Dr. Fouchier’s work proved that H5N1 need not mix with a more contagious virus to become more contagious.

By contrast, the lead author of the other bird flu paper, Dr. Yoshihiro Kawaoka, of the University of Wisconsin-Madison, took the H5N1 spike gene and grafted it onto the 2009 H1N1 swine flu. One four-mutation strain of the mongrel virus he produced infected ferrets that breathed in droplets, but did not kill any.

 

The controversy erupted in December when the National Science Advisory Board for Biosecurity asked that details be removed before the papers were published. On March 30, it reversed itself after a similar panel convened by the World Health Organization recommended publication without censorship.

 

Dr. Kawaoka’s work was published by the journal Nature last month.

 

Dr. Fouchier had to delay until the Dutch government gave him permission, on April 27.

Some of the early alarm was fed by Dr. Fouchier speaking at conferences and giving interviews last fall in which he boasted that he had β€œdone something really, really stupid” and had β€œmutated the hell out of H5N1” to create something that was β€œvery, very bad news.” He said his team had created β€œprobably one of the most dangerous viruses you can make.”

 

β€œAn important result of the controversy, Dr. Fauci said, is that the United States is now drafting new guidelines for dangerous research.

For the moment, most researchers are honoring a voluntary moratorium on this line of flu research.

 

Asked if a rogue researcher could now try to duplicate Dr. Fouchier’s work, Dr. Fauci said it was possible. But he argued that open discussion was still better than restriction to a few government-cleared flu researchers, because experts in unrelated fields, like X-ray crystallography or viral epidemiology, might take interest and eventually make important contributions, he said.

One of the projects has already received funding from the National Institutes of Health’s (NIH’s)Β National Institute of Allergy and Infectious Diseases (NIAID) in Bethesda,Β Maryland, and will start in a few weeks; the other is awaiting funding.

 

The outcome may not satisfyΒ scientists who believe certain studies that aim to make pathogens more potent or more likely to spread in mammals are so risky they should be limited or even banned. Some are upset because the government’s review will not be made public. β€œAfter a deliberative process that cost $1 million for [a consultant’s] external study and consumed countless weeks and months of time for many scientists, we are now being asked to trust a completely opaque process where the outcome is to permit the continuation of dangerous experiments,β€œ says Harvard University epidemiologist Marc Lipsitch.Β 

 

One of the investigators leading the studies, however, says he’s happy he can resume his experiments. β€œWe are glad the United States government weighed the risks and benefits … and developed new oversight mechanisms. We know that it does carry risks. In 2011, Fouchier and Kawaoka alarmed the world by revealing they had separatelyΒ modified the deadly avian H5N1 influenza virus so that it spread between ferrets. Advocates of such gain of function (GOF) studies say they can help public health experts better understand how viruses might spread and plan for pandemics. But by enabling the bird virus to more easily spread among mammals, the experiments also raised fears that the pathogen could jump to humans. And critics of the work worried that such a souped-up virus could spark a pandemic if it escaped from a lab or was intentionally released by a bioterrorist. After extensive discussion about whether the two studies should even be published (they ultimately were)Β and a voluntary moratorium by the two labs, the experiments resumed in 2013 under new U.S. oversight rules.

But concerns reignited after more papers and a series of accidents at federal biocontainment labs. In October 2014, U.S. officialsΒ announced an unprecedented β€œpause” on fundingΒ for 18 GOF studies involving influenza or the Middle East respiratory syndrome or severe acute respiratory syndrome viruses. (About half were later allowed to continue because the work didn’t fit the definition or was deemed essential to public health.)

 

Kawaoka’sΒ grantΒ is the same one on H5N1 that was paused in 2014. It includes identifying mutations in H5N1 that allow it to be transmitted by respiratory droplets in ferrets. He shared a list of reporting requirements that appear to reflect the new HHS review criteria. For example, he must immediately notify NIAID if he identifies an H5N1 strain that is both able to spread via respiratory droplets in ferrets and is highly pathogenic, or if he develops an EPPP that is resistant to antiviral drugs.Β Under the HHS framework, his grant now specifies reporting timelines and who he must notify at the NIAID and his university.

Fouchier’s proposed projects are part of a contract led by virologists at the Icahn School of Medicine at Mount SinaiΒ in New York City (most of ProjectΒ 5, Aim 3.1, and Project 6 in this letter). They include identifying molecular changes that make flu viruses more virulent and mutations that emerge when H5N1 is passaged through ferrets. The HHS panel did not ask that any proposed experiments be removed or modified. Suggestions included clarifying how his team will monitor workers for possible exposures and justifying the strains they plan to work with, which include H7N9 viruses, Fouchier says.”

Speaker Nancy Pelosi (D-Calif.) on Wednesday named six new Democrats to sit on a special committee overseeing coronavirus relief spending, signaling that party leaders intend to monitor the Trump administration aggressively as trillions of dollars go out the door.

Yet Clyburn's oversight committee is already shaping up to be a distinctly more partisan enterprise than its historic predecessor.

 

Although the parties have united to approve almost $3 trillion in emergency relief since the start of March, they're already clashing over the design, intention and necessity of the Clyburn panel.

 

Congress created in an earlier coronavirus bill a five-member panel of bipartisan lawmakers charged with overseeing hundreds of billions of dollars in bailout loans for corporations. The initial legislation also created a separate panel of inspectors general, as well as a third oversight post: the special inspector general for pandemic recovery.

 

With that in mind, Republican leaders in Congress and the White House have said the Clyburn committee is both redundant and politically motivated. The alarm regarding the destruction of the Holy Sanctuary should have been sounded long ago. Thankfully, it has not yet been destroyed and the Temple which Smotrich and his fellow fanatics want to build in its place, although it is in the advanced planning stages, has not yet been built. Much of Arab Palestine, and indeed Jerusalem, has already been destroyed, there will be no recourse once Smotrich, the designated Minister for Jerusalem Affairs, takes power and gets his hands on the Holy Sanctuary.

I base this around the theory that those known politicians are NOT running anything. They are puppets. It is also likely that image is a dramatization of the type of conversations that either did, or could have taken place. Not an actual conversation.

Joe Biden Wins Ohio’s Mail-in Democrat Presidential Primary

 

Joe Biden won Ohio’s β€œmail-in” Democrat primary after Governor DeWine delayed voting because of the Coronavirus.

 

The primary was originally scheduled for March 17 (before Bernie Sanders dropped out) but DeWine pushed the primary back several weeks and encouraged voters to vote by mail with an April 28 deadline.

 

The ballots must be postmarked by April 27 and must be received by May 8 in order to be counted.

 

Voters also had the ability to travel to their county board of elections and drop their ballots in a β€˜secure drop box’ on Tuesday.

 

CBS reported that more than 18,000 ballots were dropped in the secure drop boxes.

Wednesday indicates nearly 60% of Americans are unwilling or unable to use it.

 

Google and Apple, working with public health officials and university researchers, are working on apps that would notify people about contact with someone who had tested positive for the virus, which has infected more than 3.1 million people worldwide, more than 1 million in the U.S., and killed more than 218,000, more than 58,000 in the U.S.

 

The two tech giants have said the underlying software could be ready for release this week, allowing public health agencies to opt-in and develop their own apps and contact protocols. A second phase of the software would take the app worldwide.

 

The apps would work off Bluetooth and track users’ whereabouts. Those who are notified they are infected would receive a code that then could be used to alert those with whom they had contact. The companies said the information would not be saved to a central database.

 

In Australia, an app released by the government Sunday has been downloaded by 8% of the population while about 20% of Singaporeans have downloaded an app released last month.

 

A Washington Post-University of Maryland poll indicates just 41% of the 1,008 adults queried April 21-26 said they would use an app that allows people to report anonymously whether they had tested positive for coronavirus, with 16% saying they definitely would not use it and 18% saying they don’t have a smartphone.

 

Fifty-nine percent said they would be comfortable reporting a positive coronavirus test to an anonymous app.

 

Those expressing worry about contracting COVID-19 are more apt to use such an app than those who are not, 59% vs. 35%. Democrats were more likely to say they’d use the app (61%) than Republicans (38%) with independents in the middle (48%).

 

The lack of smartphones among seniors, who fall into the high-risk category for contracting the deadly form of the disease, could be a major hurdle to the effectiveness of the app. Just 53% of those over 65 have smartphones and even fewer Americans over 75 have them (40%).

 

Smartphone users indicated they don’t really trust the tech giants to keep the data anonymous, with just 43% expressing confidence. The percentage rose to 56% when asked about universities and 57% when asked about public health departments. Respondents also had more faith in their insurance companies, 47%, than they did in Google and Apple.

China resumes cross removals as virus subsides

 

The communist administration in China has started another wave of cross removals as the coronavirus pandemic reportedly subsides on the mainland.

 

In the past two weeks, authorities have removed crosses from the top of two church buildings, sources told UCA News on April 27. They fear more such actions.

 

The removals began as the administration reported the discharge of the last Covid-19 patient in Wuhan, the central Chinese city where the coronavirus was first reported last December.

 

China's National Health Commission said the entire country reported only three cases of Covid-19 on April 26. Two were Chinese people returning from abroad, while one contracted it through local transmission.

 

The cross removals began as government officials became relatively free from the pressure of fighting the pandemic, Christian leaders said. Authorities removed the cross of Our Lady of the Rosary Church in Anhui Diocese on April 18, said John, a source in the diocese.

 

He said the church was considered part of the state-recognized open church but had no priests or nuns to lead its religious activities. Parishioners themselves managed its religious programs.

 

Five days before the incident, John said, parish leaders approached local authorities about repairing the building. But officials said the plan was to remove the crosses of both Catholic and Protestant churches in the area.

 

A local government official, known as the community director, on April 16 asked parishioners for the keys to the church. β€œThey wanted to enter the church and remove the cross,” John said.

In the latest incident on April 27, authorities attempted to remove the cross of a Protestant church in Suzhou Road in Hefei City.

 

β€œThe same routine and tactics are used all across China,” said Father Chen from Anhui. β€œThis is not the case of a particular diocese or province. It is happening all over the mainland, but the mainland Church is silent.”

New FOIA Emails Reveal Close Relationship Between WaPo Reporter And Pentagon Director Accused Of Leaking Flynn Call

 

The Pentagon's current Director of the Office of Net Assessment had extensive communications with Washington Post reporter and deep-state conduit David Ignatius during the Russiagate fiasco, according to 143 pages of new records from the Department of Defense obtained through a Freedom of Information Act request by legal watchdog group Judicial Watch.

 

James Baker (not the Obama FBI's top attorney with the same name) was alleged in a November 1, 2019 court filing by Lt. Gen. Michael Flynn's attorneys to be "the person who illegally leaked" transcripts of Flynn's calls with Russian Ambassador Sergei Kislyak to Ignatius - who published the calls on January 12, 2017, "setting in motion a chain of events that lead to Flynn’s February 13, 2017, firing as National Security Advisor and subsequent prosecution for making false statements to the FBI about the calls," according to Judicial Watch.

 

Baker was also accused by Flynn's legal team of being obese spy Stefan Halper's handler, acting as a cutout to leak information to Ignatius information that would be damaging to Trump regarding false rumors that Flynn had a romantic relationship with a Russian academic, Svetlana Lokhova, as part of a smear campaign.

 

Lawyers for Lt. Gen. Michael Flynn alleged in a November 1, 2019, court filing that Baker β€œis believed to be the person who illegally leaked” to Ignatius the transcripts of Flynn’s December 29, 2016, telephone calls with Russian Ambassador Sergei Kislyak. Flynn claims he felt forced to plead guilty β€œwhen his son was threatened with prosecution and he exhausted his financial resources.” Last week, prosecutors provided Flynn’s defense team with documentation of this threat, according to additional papers Flynn’s lawyers filed April 24, 2020, in support of the motion to withdraw.

 

Judicial Watch obtained the records in a November 2019 Freedom of Information Act (FOIA) lawsuit filed after the DOD failed to respond to a September 2019 request (Judicial Watch v. Department of Defense (No. 1:19-cv-03564)). Judicial Watch seeks:

They have in Georgia at least, where the state’s Department of Public Health recently announced, in cooperation with both Fulton County and Dekalb counties’ Boards of Health, that β€œto learn more about the spread of COVID-19,” an β€œinvestigation” has commenced β€” and it’s an β€œinvestigation” that’s leading government officials to make random stops at randomly selected residences and ask random citizens for, get this, their blood. Citizens’ DNA in the hands of unelected government officials. Hmm, what could go wrong there? Specifically, Georgia’s health wonks want to know β€œthe percentage of people in the community who have been infected with the virus that causes COVID-19,” a statement on the state’s Department of Public Health webpage reads.

 

And to get that data, the government needs citizens’ blood. Dontcha know. Oh, it’s completely voluntary. It’s completely up to the good citizens of Georgia to decide whether or not to turn over their blood to the government. Georgia’s DPH makes that clear in its statement. In fact, the whole announcement sounds rather tame and sound and sensible and β€œhelp they neighbor” and so forth and so on. Cue State Farm music β€” with a twist: β€œLike a good neighbor, the government is here.” Right? We all want to do our part for the good of society, after all.

 

β€œTeams will be visiting randomly selected homes in Fulton and Dekalb counties to ask residents questions about their health and to collect blood samples for an antibody test,” the release states. β€œAntibodies are proteins the body makes in response to infection. The antibody test can tell us whether a person might have had a past infection with the virus that causes COVID-19. The antibody test is not meant to diagnose whether a person has COVID-19 now.” But one has to wonder when the government comes a’ knocking β€” will the β€œvoluntary” aspects of the blood collection be clearly emphasized? Even the children are being asked to donate. β€œAll members of the households selected will be asked to participate, including children,” the announcement continues. β€œParticipation is voluntary and you can ask investigation teams any questions you have before agreeing to participate.”

 

Like: Where’s my blood going?

Like: What happens if you learn I have COVID-19, the disease caused by the new coronavirus?

Government officials could just as easily put out a notification in the mailbox, or online, or via social media, or over the television and radio airwaves, asking for citizen volunteers to come down to the local health department clinics and donate blood for the purposes of tracking COVID-19 β€” for the purposes of helping the β€œinvestigation” into the spread of the virus. Seeking volunteers through those methods puts the control in the hands of the citizens; those ways make clear the blood offerings are completely voluntary. But government going door-to-door is a different matter. That’s a different level of pressure.

 

That’s a different situation that puts the government in control β€” that sends a maybe subtle, maybe not so subtle message: Comply, or face consequences. What consequences? Well, the unknown for one. The unknown of telling government no β€” and then not really knowing how government is going to react to that no. Or not knowing how neighbors might perceive that no. If government really wanted volunteers, government would post a flyer. Or send a letter.

 

The fact that government is knocking on doors means government, yes, wants β€œvolunteers” β€” but also that government really, Really, REALLY wants everybody to, ahem, β€œvolunteer.” See the difference?

A federal appeals court panel ruled Wednesday that Kansas can't require voters to show proof of citizenship when they register, dealing a blow to efforts by Republicans in several states who have pursued restrictive voting laws as a way of combating voter fraud.

Dale Ho, director of the American Civil Liberties Union’s Voting Rights Project, said the ruling doesn't immediately affect other states because Kansas's law was unique in requiring people to show a physical document such as a birth certificate or passport when applying to register to vote. However, Ho said the ruling is grounded in a broader constitutional principle that when a state significantly burdens the right to vote, it has to justify it.

 

The decision is binding in states covered by the 10th Circuit, which also covers Oklahoma, New Mexico, Colorado, Wyoming, and Utah, plus those portions of the Yellowstone National Park extending into Montana and Idaho.

 

It found that at most 67 noncitizens registered or attempted to register in Kansas in the last 19 years.

U.S. And Russian Economies Shrink, As China Invests Heavily In Infrastructure

 

The U.S. economy shrunk 4.8% in the first quarter of 2020, this is the biggest slide since 2008 and the first time it has contracted at all since 2014.

 

This is a direct result of the need to close businesses to fight the spread of COVID-19, as well as the oil market crash.

 

Consumer spending, which had already begun to cool in the second half of 2019, fell at a 7.6% rate in the first quarter of 2020.

MINNEAPOLIS β€” A member of the Liberian security forces under the regime of Liberian President Charles Taylor was removed Tuesday by officers with U.S. Immigration and Customs Enforcement’s (ICE) Enforcement and Removal Operations (ERO). Alexander Mentol Zinnah, 56, arrived in Liberia escorted by ERO officers on board an ICE charter removal flight and was turned over to Liberian law enforcement authorities.

 

In 2017, ICE Homeland Security Investigations (HSI) St. Paul arrested Zinnah for immigration violations and violating the terms of his parole into the U.S. HSI St. Paul’s investigation revealed Zinnah was a member of the National Patriotic Front of Liberia (NPFL), a rebel group led by Charles Taylor that engaged in a wide range of human rights abuses including massacres, torture, and kidnapping. Zinnah was also a member of the Liberian National Police and served as a commander in Grand Gedeh County, Liberia, during the time that Charles Taylor was President of Liberia. Charles Taylor was convicted in 2012 and sentenced to 50 years imprisonment by an international court for human rights violations in Liberia from1997-2003. He is currently serving his sentence in the United Kingdom.

 

The immigration court issued Zinnah a final order of removal (deportation order) May 7, 2019. His appeal of the immigration judge’s decision was denied by the Board of Immigration appeals Jan. 6 and his petition of habeas corpus, requesting release from custody, was dismissed by a U.S. District Court on Feb. 14. The immigration case was litigated by ICE St. Paul Office of the Principal Legal Advisor.

 

The enforcement efforts targeting Zinnah were supported by ICE’s Human Rights Violators and War Crimes Center (HRVWCC). Established in 2009 to further ICE’s efforts to identify, track and prosecute human rights abusers, the HRVWCC leverages the expertise of a select group of agents, lawyers, intelligence and research specialists, historians and analysts who direct the agency’s broader enforcement efforts against these offenders.

 

Since 2003, ICE has arrested more than 450 individuals for human rights-related violations of the law under various criminal and/or immigration statutes. During that same period, ICE obtained deportation orders and/order physically removed from the United States more than 1050 known or suspected human rights violators. Additionally, ICE has facilitated the departure of an additional 167 such individuals from the United States.

CMPD officers were able to locate the minor at a residence in Charlotte, and the minor was returned to Union County. Law enforcement subsequently arrested Oppenheimer.

 

According to allegations in the criminal complaint, law enforcement determined that Oppenheimer met the minor on β€œOmegle,” a free online chat website, and later began talking to the minor on β€œSnapchat,” a mobile app that allows users to share messages, photos, and videos. The federal criminal complaint alleges that Oppenheimer wanted to meet the minor in April due to the COVID-19 outbreak, otherwise it was possible their meeting would need to be postponed up to a year, until the outbreak was over. Canada’s current Chief Public Health Officer appeared in a recently resurfaced 2010 documentary in which she advocated using mandatory β€œtracking bracelets” for people who refuse to take a vaccine after a virus outbreak.

 

Theresa Tam has become one of the faces of Canada’s response to coronavirus, appearing in public service announcements encouraging social distancing.

 

On 23 April, she was was appointed by Justin Trudeau to be a member of the COVID-19 Immunity Task Force, despite having previously asserted that there was β€œno reason to be overly concerned” about coronavirus back in January.

 

As late as January 29, she told Canadians, β€œIt’s going to be rare, but we are expecting cases.”

 

Now a 10-year-old clip of Theresa Tam is recirculating during which she comments on how the government could respond to people who refuse to take a mandatory vaccine after a virus outbreak.

 

The clip is taken from a 2010 National Film Board of Canada documentary entitled β€˜Outbreak: Anatomy of a Plague’.

I don't know…she's had her eye on the spotlight and the throne probably since she was a kid. Doubtful she would be content to act as an effective handler.

 

Think of it as an idee fixe, or a full-time career, to be a handler. You'd have to dedicate almost every waking thought on your "project".

 

Not saying she wasn't, but I'm skeptical.
