Ammo buyers for recreational shooting are subject to the laws of demand elasticity. You can limit ammo buy making it more expensive. You can either try to tax it to death or force the price up by buying it all yourself. The ladder only works in the short term until more supply comes online.

How they go about this, what they are made of, and how they are delivered are similarly diverse.
