There are "Acts" thatPotus can use to activate the NG at a Federal Level. Typically, States active their own NG and the State pays for it. If Feds activate it, then the federal govt pays for it.
Those sanctuary shithole Governor's can't do anything about federal activation of the Guard.

It's already been said the NG would not be doing law enforcement. I imagine they would contact Border Patrol if they see someone trying to cross.
Just saw a report this am that March had a surge in border crossings. Glad Potus called them in.
