The issue is other apps that are loaded on a phone and for which the user accepts the End User License Agreement.
Apps can have access to location data, and contribute that data within an advertising ecosystem for targeting. The "free" app monetizes the data by providing it to other platforms.
Apps that are useful and need location to function are the best examples (Waze, GasBuddy, etc.), but a bunch of dumb apps ask for access to location, camera, and microphone that people may permission without knowing.
