that is the federal courts have for years dealt with jailhouse lawyers (inmates) preparing their own lawsuits for constitutional issues of all kinds
the federal system gave in and is VERY friendly to non lawyer filings
in fact every district has a website with all the forms and instructions anons need to file a case
AND you can ask for waiver of filing fees
the forms include the "section 1983" and the "bivens" cases and explain what the difference is right on the form
the forms are fill in online PDFs
add "the facts of the case" in the form OR add an exhibit and refer to it in the answer
do not be afraid to include all your allegations and remember FACTS are required - legal conclusions only follow facts
example 1 - the shutdown order is unconstitututional BECAUSE it prohibits me from going to church (or conducting my business or associating with my frens)
example 2 - deputy dik violated my right to eqaul protection of the law and religious liberty and free speech BECAUSE he stopped from going to church and then told me not to stand on the corner and proclaim my rights
to make it even better now with muhcorona all court accept email filing BUT you have to call the clerk to ask for the emaill address as you will NOT want to use PACER - expensive and complex
when you type your doc no need to scan for a signature just type in "signed electronically" and type in your name and date
also dont forget the "cover sheet" also online and they require that
you also need to fill out a summons but do not sign or do anything but fill in the captions (heading and address)
ince the clerk files your papers you request as many as you need and the clerk emails ones with the court signature
then call the civil det of you local police or sheriff and ask for them to be served on the defendants
once you get the proof of service bak file a copy with the court
