Step 2: Work directly with the World Health Organization and World Bank to co-convene a WHO-funded and led political/advocacy group called the Global Preparedness Monitoring Board the year AFTER you tell everyone that there will be a “surprise outbreak.”

Step 4: Release your first annual report a year and a half after you create that realfake political advocacy board showing what totalitarian/dictatorial/”in it together” steps need to take place globally in order to prevent worldwide economic destruction and death but that it’s for the greater good while simultaneously being political. Also show that some of your funding sources come from the employers of some of the individuals on your board (clearly indicating several conflicts of interest) and then explain in your report that simulation exercises need to take place in the form of a deadly/infectious respiratory pathogen being accidentally or purposely released, funding needs to be increased to your funding organizations, and that all licenses and intellectual property of your board are protected by WIPO (the same global organization that has a registered patent for a bio cryptocurrency marker by one of the employers of one of your board members.)

Step 6: After all of this has been accomplished, follow up a month later with a joint pandemic planning exercise in New York (which could potentially be the largest hotspot for infectious disease in the world during a global pandemic,) and make sure your partners are the same ones funding and physically on the political advocacy board led by the WHO. Step 7: 2 months after your public simulation exercise with accompanying recommendations, policy directives, economic initiatives, and videotaped media scenarios claiming tech giants will need to censor disinformation, release the virus in a developing/dictatorial area of the world.
