Well Sullivan's actions could be seen as being stuck between a rock and a hard place, and delaying as long as possible to cover his ass, or definitely a Judge "in the know" and doing all the maneuvers possible to expose as many as being bad as possible. I like the theory, as much as I previously thought Sullivan comp'd as fuck.
