This is a huge problem.
Lots of jobs are "technically" posted, but they've already decided on an internal hire, or a hookup for one of their pals (wives, kids, etc)

There are lots of things I would change if I could.
I would give first priority to any combat support function to those who have been combat injured but still have skills and knowledge that could be adjusted for disability accommodations, as opposed to putting people in their career who have never been at the tip of the spear and just DGAF. The REMFs are always the ones who the "Veteran" license plates etc and are so loud about their service.
Real operators tend to not talk about what they did.
