Senate passes bill expanding protections of FISA warrant targets

May 13 (UPI) – The Senate on Wednesday passed an amendment providing increased protections for targets of Foreign Intelligence Surveillance Act warrants but failed to approve new restrictions on the federal government's ability to search Internet history. An amendment by Sens. Mike Lee, R-Utah, and Patrick Leahy, D-Vt., adding protections for the targets of surveillance warrants in FISA court passed by a vote of 79-11, while an amendment by Sens. Steve Daines, R-Mont., and Ron Wyden, D-Ore., that would prevent searches of browser and search history without a warrant fell short of the 60-vote threshold to pass with a vote of 59-37.

The Senate is set Thursday to vote on a third amendment from Sen Rand Paul, R-Ky., that would require a warrant for U.S. citizens to be searched under FISA as part of a bill to reauthorize FISA surveillance authorities that lapsed in March. Leahy on Wednesday praised the passage of his amendment which would make outside reviews of warrants on U.S. citizens be conducted in FISA court. "BIG win tonight for the protection of Americans' privacy and civil liberties!" Leahy wrote on Twitter.

The passage of the amendment, however, will send the legislation back to the House, which must pass the measure again before sending it to President Donald Trump for approval. Wyden said he believes the bill protecting Internet search history from FISA surveillance failed to pass because "there were some people absent." Sens. Patty Murray, D-Wash.; Bernie Sanders, I-Vt.; Ben Sasse, R-Neb.; and Lamar Alexander, R-Tenn. were not present for the vote.

Bankrupt OneWeb seeks DoD financing to keep assets from Chinese purchase

May 13 (UPI) – Bankrupt satellite company OneWeb could get Defense Department funding, a Space Force official said while warning China to stay away from the company's assets. Startup companies specializing in space research have been hit hard by the coronavirus pandemic. OneWeb, a British company contracted to provide Internet access for the U.S. Space Force in Arctic regions with a consumer-grade, low-earth orbit satellite constellation, declared bankruptcy in March.

Started in 2015 to great fanfare in the business community, the company raised over $3 billion in startup financing, largely from the Japanese investment firm SoftBank. The Defense Department is considering action to help OneWeb and other contractors facing insolvency, Lt. Gen. David Thompson, vice commander of Headquarters Space Force, said on Tuesday. "I will say with respect to OneWeb specifically and others, we continue to work," Thompson said. "We work with the White House and we'll be working with Congress, not just focused on OneWeb but all of the commercial space companies that face bankruptcy and face those concerns." He added that the department's Space Acquisition Council collected a list of proposed investments for space companies which need a rapid infusion of capital to ensure that emerging space technologies remain available to the U.S. military. Thompson stressed that an added consideration is the possibility "that potential adversaries don't have the opportunity to acquire those capabilities."

Reports surfaced last week that proposals to buy OneWeb's assets in bankruptcy proceedings were received from two companies with links to the Chinese government. The company has asked the British defense ministry and the U.S. Department of Defense for rescue loans before the final call for bids in June.

Joe Biden, Bernie Sanders name leaders to Democratic 'unity' groups

May 13 (UPI) Democratic presidential candidate Joe Biden and Vermont Sen. Bernie Sanders on Wednesday named leaders and members to special task forces that will work to unite the party on policy issues going into the November election. The priorities of the unity task forces are to advise Biden's campaign on six main issues climate change, criminal justice reform, economy, education, healthcare and immigration.

Sanders was the last remaining Democratic candidate to drop out last month, leaving Biden as the presumptive nominee. Both men later pledged to work together with the aim of uniting the party and defeating President Donald Trump in November. The leaders named on Wednesday include former Secretary of State John Kerry and New York Rep. Alexandria Ocasio-Cortez. Florida Rep. Kathy Castor, who chairs the House climate change committee, and Mary Kay Henry, president of the Service Employees International Union, are also part of the groups.

"A united party is key to defeating Donald Trump this November and moving our country forward through an unprecedented crisis," Biden said. "As we work toward our shared goal, it is especially critical that we not lose sight of the pressing issues facing Americans." Sanders said the party "must think big, act boldly, and fight to change the direction" of the United States.
