Every individual case has to be decided on its own merits.
There are so many criminals that need to be dealt with, that some tough decisions need to be made regarding the capacity of the system to process cases.
This will likely result in only prosecuting enough crimes to put a person away for life. There is no point in wasting court resources to get 20 life sentences for one person.
Part of this prioritisation process will be decided which system gets to take down a perp. Will perp A goto the military tribunals or to the civilian courts?
When the indictments become unsealed, it has to happen fast. This means a lot of work up front in secret, preparing each and every case.
It is actually a GOOD thing that nothing seems to be happening. It means the confidentiality is tight, and the work is being done (look at all the sealed documents being filed). And it means that when the sluice gates are opened up we are in for one hell of a show.
So take it easy, and keep asking people questions.
