Every individual case has to be decided on its own merits.

There are so many criminals that need to be dealt with, that some tough decisions need to be made regarding the capacity of the system to process cases.

This will likely result in only prosecuting enough crimes to put a person away for life. There is no point in wasting court resources to get 20 life sentences for one person.
