This is actually plausible. Other nations that have HAARP-like arrays won't say jack shit because while these things are not top secret, they are certainly something those countries that do have them do not want to call attention to.
While there is an international treaty prohibiting using these installations and this tech as a weapon of war, it does not say it can't be used to stop riots or insurrection in your own country.
