Trump has done this before - brought skyscrapers to the bare bones to reinforce the structure and bring them up to date, modernize them and bring them up to code. I've read several of his books and there was one building in particular that he described the process in great detail - 40 Wall St if I'm remembering correctly. So rebuilding the White House would be an easy project for him! kek
