They could recruit some ex-city police.
In most jurisdictions there are defined agreements between city cops and county/sheriff/state cops in terms of who does what where. Has to do with funding, overlapping responsibility, etc.
If the city renegs on the deal then maybe the Sheriff would be able to take over policing of a city. Not sure they'd want to.
It's a thorny situation.

You don't understand the word "recognition" as it is generally used.
We don't get our names told to the public and we don't want that. Others outside of our circle are unaware of our work here. We don't receive money or awards or certificates or plaques or any sort of public recognition.
Of course Q "recognizes" us in the sense that a person recognizes a friend.
