He is reading something as he holds it up high, holding it in a way done when you are only reading from the paper for a brief time. So was he quoting somebody else? I am guessing yes. But I suspect there very well could be a recorded non-quotation use of the hard-r by him in the past. Please screen out the possibility of him merely quoting somebody else. If he were not on CSPAN and talking to a few people, I might believe it.
