It was all done by design (breaking up the families) to better rule over people.

It's why companies pay employees less, so moar of the family has to go out and work in order to maintain a home/property.

The moar people are busy working, the less time they have to raise a family, thus making it easier for the youth to be brainwashed however the rulers see fit instead of the parents teaching them good morals, etc.
